Perry E. Rhoads was born in Los Angeles, California on November 17, 1974. He received his Bachelor of Arts degree in Political Science from the University of California at Irvine in 1996 and his law degree from Southwestern University School of Law in 1999. Mr. Rhoads is admitted to practice before all state and federal courts in California and is a member of the Los Angeles County Bar Association.
