Jennifer L. Marks was born on March 8, 1979, in Los Angeles, California. She received her Bachelor of Arts degree in Political Science in 2001 from the University of California, San Diego and her Juris Doctor Degree in 2004 from Southwestern School of Law. While in law school, she was a member of the Moot Court Honor Board and the International Law Journal.
